Distance and time, the fabric of the universe, are inter woven and seems to be inseparable. If there is no time how can we measure a distance. If there is no time, using light or any moving object to measure a distance is not possible.
Suppose we have a variant of time. This variant is the normal time without the cyclic quality. If the normal time is a measuring tape with marks and the tape moves uniformly giving out time, this variant the tape is stretchable. Cyclic events are not there, measurement of time cannot be done. Before and after exist. Therefore you can take one measurement after another.
A distance can be measured.
If no before and after, measurement can be done in different different places randomly, then discard the overlapping ones and when a better combination arrives. After many measurements we will get the length. More the measurements made, higher will be the accuracy.
Taking an all inclusive snapshot of the universe is not possible. Even special relativity don't allow it.
If there is no time, an observer can keep on taking measurements increasing the accuracy by each measurement if there is no limit.
