The upper house usually consists of eminent persons from society. They are knowable persons from society capable of being law gives. The law making process should start from upper house. These laws should be laws that goes to the root of society not things like how to collect tax. This type of shallow laws should be the responsibility of lower house.
After laws are made from upper house to be democratic to should go to lower house. But lower house can either pass it or delay it, with maximum delay is the term of the house. The first responsibility of the newly elected lower house is to consider these delayed legislation.
Unfortunately the current systems are other way round. In such systems majority always crush the will of minorities. If such a change is possible we can have the will of all instead of will of majority. This might be a solution for the internal strifes in countries.
I started reading philosophy. And found out most of what I was thinking before are connected to it's subjects. I thought to jot down here, notes, as I read. Further, I have a liking on Physics, some notes are added about that subject.

conceptualization
First a set of ideas forming in the brain will be classed together loosely because we see some connection between the ideas.
Secondly a word, sometimes we create the word or some word already in use, will be connected to these set of ideas.
Then a proper concept is made. You will start to see the light in the end of the tunnel.
The other method is not as productive as this, someone give you the word first and then explain the meaning of it. You may get the concept but not so firmly as the first method.
By the first method you will expand the meaning of the word.

Arrow of time
It is accepted the arrow of time direction from past to future cannot be proved by any concept of physics except entropy. Concept of entropy is a statistical one.
My contention is that arrow of time is a concept created by our brain. Take two astronomical happenings like the big bang and creation of the solar system. Which happened first? We say big bang. How come we know it happened first? There's no proof except our understanding.

Brain and symmetries
Human brain is bent on finding generalities, similarities, symmetries , equal parts, things that balance or repeated in imperial inputs.
Another speciality of it is it's ability to shed information in order to achieve it.
The result is, almost always the picture in the brain is not the complete picture.
This shedding is important without it we will never achieve our knowledge.
Finding patterns may go as deep as explaining elementary particles like electron, photon or even quarks.
It is a known fact that there are large number of electrons in the universe. Each electron is a compression of some data and there are similarities between all electrons and what we see as a electron is the compressed data bundle. It will be easy to explain how an electron goes through two spate windows at the same instant.
The problem of time can be explained as an illusion created by human brain.

Data compression is knowledge
Is knowledge the activity of compressing data?
Finding out cemeteries, repetitions, similarities and links of data is very much connected to compressing of data.
If the human brains are hardwired to find algorithms to compress data this process will lead arranging and rearranging data to form compressed pictures data.
Knowledge is the same.
Suppose our brains have a single aim that is comprising data, knowledge is the result.
Take the example of capital city of countries. London is capital of England, Paris is capital of France and Moscow is capital of Russia.
The number of elementary data is 9. With the concept of capital it is reduced to 7. So the concept is a method of compressing data.
Language is a form of data compression. However it is not a lossless data compression. When you use language you lose some data. When my wife ask me to eat she say "don't you eat" when she ask the cat the same question she say "eat". It some times confuses me. But when it happen serial times I learn to understand the difference.
This is the same thing when Wittgenstein says you can't say it but you can show it. In showing we see all the data, when you say it using a language you make a compression dropping some data.

The current scientific discoveries have led us to believe most of these are qualities in our brains.
Our brains composition and how they operate are directly a result from our DNA and sensory inputs.
The sensory inputs are from either inputs from environment or communications with other brains.

Consciousness
Consciousness is commonly defined as state of awareness.
Computers help us in finding an artificial analogous to consciousness. Consider a computer program currently running. When you put an input it will give an output. It is aware of the input, it will be waiting for the input, usually the program will loop indefinitely till an input is given. The program will collect data when the program is running and when you exist the program all data in the random access memory is lost. This is similar to death.
It should be noted the program running on your brain do not stop when you sleep of when you becomes unconscious. Though some parts may not be functioning there will be other parts functioning. When all parts stops functioning death occurs.
Therefore we can assume consciousness is the program running in our brain. The hardware is the physical matter in the brain. The software is how the brain is wired by sensory inputs. The running program is the consciousness. It is different from hardware and software. It is the process that runs using hardware by using the instructions of the software.
